The Hudson County market

Two things complicate almost every Hudson County valuation: tax abatements and the view.

A PILOT agreement (payment in lieu of taxes) changes what an owner actually pays, and therefore what a buyer will pay.

Two otherwise identical waterfront units, one abated and one not, are not comparable without an adjustment for it. The remaining term matters as much as the existence.

View is the other. Along the Gold Coast, from Bayonne through Jersey City, Hoboken and Weehawken to West New York, the Manhattan skyline is a priced feature.

It is also a directional one. Floor, exposure and what sits in front of the building all move it, and a tower approved across the street can remove it entirely.

Jersey City and Hoboken hold the county’s two hardest comparable problems side by side: new construction towers and century-old rowhouses in Paulus Hook, Hamilton Park and the brownstone blocks. They are matched on different evidence.

North Bergen, Union City and West New York are dense two-to-four family and mid-rise territory. Those are income properties, and where a municipal rent ordinance applies, contract rent is not simply adjusted up to market.

Flood zone designation near the waterfront is a valuation fact, not a formality. It drives insurance cost and, on older stock, what a lender will underwrite.

Appealing a Hudson County assessment

Appeals are filed with the Hudson County Board of Taxation. The filing deadline is April 1, moving to May 1 in any municipality that implemented a revaluation or reassessment for the tax year.

The appraisal supporting the appeal needs an effective date of October 1 of the pre-tax year, not today's date, and the board applies the Chapter 123 Common Level Range, which can mean no reduction even where the property is worth less than its assessment. How the Chapter 123 test actually works .

How do PILOT programs affect condo appraisals in Hudson County?

Many newer Hudson County condos (especially in Jersey City and Hoboken) are under PILOT (Payment in Lieu of Taxes) programs where owners pay a percentage of revenue rather than standard property taxes. This can result in significantly lower monthly costs, which affects buyer demand and value. We carefully analyze whether comparable sales share the same PILOT status.

How are Manhattan view premiums calculated in Hudson County appraisals?

By matched pair, not by rule of thumb. A Gold Coast building usually contains its own evidence: similar units at different floors, or on different orientations, that sold close enough in time to be compared directly. That is the cleanest support an adjustment can have, and it is specific to the building rather than to the county. Anyone quoting you a standing percentage for "a view" has not looked at the stack. What matters is floor level, the direction it faces, and whether anything is going up in front of it.

Is flood zone designation a major factor in Hudson County appraisals?
